In order to create the documentation you need to check out latest marble trunk source code and compile it. This is easy to do:

http://edu.kde.org/marble/obtain.php

Then you need to apply the patch above e.g. using "patch -p1 < createwizardpatch.diff"

Have a look at how the map wizard works and create a full tutorial on userbase.kde.org comparable to the one at:
