Multi-scroll cursors should not appear when the page does not have scroll bars.

The mutli-scroll cursor appears, when you middle-click on a website. It allows you to easily scroll through a webpage.

If there is no scrollbar, there is nothing you could scroll through, so that the multi-scroll feature should be disabled in those cases.
