Add the following features / fixes to the begiak bot:

• Add some AI interface to it like phenny; especially useful would be the following features:
• look up something on wikipedia and wiktionary
• look up something on apertium's wiki
• translate something via apertium (its web API?), and maybe google translate too (for comparisons)
• misc stuff like calculator and tell would be nice
• report most recent update in a given repository

If these features are easier to implement by replacing begiak with something else (like phenny, with begiak's current functionality as a plugin to it), that's fine; just make sure begiak's originally intended functionality remains.
