Port apertium-apy to bottle or equivalent, and clean up the code in the process.  Whatever framework you use should be production-ready, in that it will be able to handle a certain amount of traffic.  Make sure threading continues to work.

Also, document the main functions on the apertium wiki.

There are other tasks for writing init scripts and a little cronjob to periodically test that it's running and restart if needed, as well as for documenting how we can set an apache virtual host to transparently pass through to apertium-apy.
