isitfedoraruby: use the fedora package api to import packages

Currently we scrape fedora related websites to import data into the isitfedoraruby webapp.
The student should expand the ruby wrapper to the fedora api to import packages and use this new functionality to improve the package import operation in the fedora ruby web app.
